It's a great use of the top of the Star of David as the top of the "A" in Federation, and the staggered type and change of type sizes is really effective in making the logo personable and memorable. Now, can anyone help with the Hebrew on the palm of the hand?

For my money, the shield-like shape makes the logo too busy. No doubt it's an important part of the American Sephardi "heraldry," so to speak. Doing a search for America Sephardi yields some pretty wild info. How fascinating to read about Crypto Jews (secret Jews, I believe) of the American Southwest.
